Tovolar is a cost 3/3 Human Werewolf that transforms into a 4/4 when it becomes night, or when you trigger its effect of transforming all human werewolves when you control three or more "Wolves" and/or "Werewolves".

On it's frontside it has the above ability transforming ability and the triggered ability of "Whenever a wolf or werewolf you control deals combat damage to a player, draw a card." This same effect is present on it's backside but it also has Target Wolf or Werewolf you control gets +X/+0 and gains trample until end of turn. This can allow your attackers to get in by pumping them, or if they are big enough just pay the and give them trample to force some damage through to get the draw triggers.

Very obviously this guy wants you to play Wolf/Werewolf tribal and start smacking people. Chuck in a Toski and any other "when this creature hits, draw" to draw through your deck, and anything that prevents your opponents creatures from blocking and smack your way to victory.

The one interesting bit is the transform, allowing you to transform any number of "Human Werewolves" this can be fandangled with some "make target creature all creature types" to allow you to transform pretty much anything you want. Flip your Etali and smack em harder!

In terms of the lore, you can learn more about him here where it goes through his actions in the midnight hunt and the crimson vow storylines. During this his intention is to unite all werewolves under one pack and allow them to embrace being a werewolf. His abilities seem to relate specifically to that by transforming any number of Human Werewolves into just their werewolf form if you have assembled enough of a pack.
